This not only has caused a multitude of outages, but unfortunately also means that some player’s character data was lost in the regional-to-global database transfer. There isn’t a single reasoning or cause behind the issues, but the meat and potatoes of it all is that an unexpectedly high amount of player traffic post-launch has caused multiple server overloads. Adam Fletcher, Community Manager at Blizzard Entertainment, has since released a forum post explaining why the problems are happening, and the active plans as the studio to fix them.
